Ventura County Master Plan for Aging

California became the first state to issue a Master Plan for Aging in January 2021. Then, in October 2022, Ventura County became the first county in the state of California to produce a Master Plan for Aging. The 10-year plan focuses on five goals with accompanying strategies.

VCAAA Strategic Plan

The Ventura County Area Agency on Aging was formed in 1980 as an agency of the County of Ventura. In 2023, the VCAAA became part of the Human Services Agency. The VCAAA’s mission is to promote the development and implementation of a comprehensive coordinated system of care that enables older individuals, children and adults with disabilities, and caregivers to live in a community-based setting and to advocate for the needs of those 60 years of age and older in the county, providing leadership and promoting citizen involvement in the planning process as well as in the delivery of services.

The following documents outline our agency’s goals in serving Ventura County’s older adults, adults with disabilities, and caregivers.
